Developing and Managing Real Estate in Northeast Ohio Since 1954

Our real estate management experience spans over six decades along with three generations of the Sacks family. Harry Sacks, a native Clevelander, began building single family houses in the city in the 1950’s. In 1967, he was succeeded by his son Ken who began developing apartment properties. Ken formed Harsax Inc., a management entity named after his late father. We soon
branched out into other areas of real estate development and management including commercial property development and management. Ken was joined by his son Randy in 1989, and then David Cooper, now COO of Harsax, in 1994.

Today, Harsax manages multifamily properties in Cuyahoga, Medina, Erie and Lake Counties in Northeast Ohio. In addition to these multi-family holdings, Harsax Management Company has developed and manages over one million square feet of light industrial “flex space”, office buildings, and retail space across the Greater Cleveland area.

Our Team

Kenneth Sacks
Founder/Chairman
Kenneth R. Sacks has been a Cleveland area real estate developer and investor for over fifty years. Born in Cleveland, Kenneth attended Heights High School and graduated from Ohio University with a BBA in Business and Accounting. He joined his brother Robert in a home building business before forming Harsax Inc. in 1967.

Kenneth has built luxury single family homes, cluster homes, condominiums, apartments, and commercial, industrial and retail buildings all over Northeast Ohio as well as Indiana, New York, Georgia, Louisiana and Florida. He serves on the Advisory Board of University Hospital’s Cardiovascular Department, is a former board member of the Cleveland Area Builders Association and served as Forman of the Cuyahoga County Grand Jury.
David Cooper
President
David Cooper has been an integral part of the Harsax team for over 25 years. His education and experience make him uniquely qualified to oversee all aspects of real estate management from finance to construction to daily operations. David received a Bachelor of Science degree in Business Administration from The Ohio State University, where he majored in Real Estate and Urban Analysis. Prior to joining Harsax Management Company, David served as a Senior Loan Originator for GMAC Mortgage.

During his tenure at Harsax, David has overseen the construction of over a million square feet of light industrial office/warehouse buildings, condominium developments, residential subdivisions, as well as retail and apartment buildings.

In addition to new construction, David oversees financing, capital improvements, commercial tenant build-outs, apartment maintenance, commercial leasing, and is directly involved with all day-to-day operations of Harsax Management Company.
Randall Sacks
Chief Executive Officer
Randall Sacks is a third generation Cleveland area real estate developer and manager. Starting in his teens in the early 1980’s he worked weekends on his father Ken’s construction jobs and apartment properties. Upon graduation from Ohio University in 1989 with a Bachelor’s degree, Randy went to work full time at Harsax, Inc. and Sacks Construction where he initially took over the apartment management responsibilities. In the spring of 1990, Randall became project manager and full time superintendent of his first construction project, Parkridge Apartments, 104 luxury suites in Cleveland. Over the next five years he continued to oversee property management while managing the construction of six light industrial “flex” buildings in Middleburg Heights and later luxury cluster homes in Solon called Wellingford Court.

In 1995, Randy moved to Los Angeles, CA where he had an opportunity to work in the film and television industry. As a freelance Creative Producer and Director he supervised the development and production of TV shows for VH-1, MTV, ABC, NBC, HBO, Animal Planet, and WeTV. Randy’s continued interested in real estate led him to partner in 2008 with a Los Angeles attorney and real estate broker to form ML2 Realty, which specialized in residential property tax appeals.

In 2010, Randy rejoined the family business, now called Harsax Management Company. He obtained his Ohio Real Estate Sales license in 2011, received a PMS designation (Property Management Specialist) in August of 2012, and in 2017 Randy obtained his Real Estate Broker License. In addition to overseeing the development of new multifamily properties, Randy is responsible for all aspects of property management including human resources, marketing, maintenance, and capital improvements.
Carmen Franchino
V.P. Residential Properties
A licensed Realtor and Ohio Real Estate Salesperson since 2000, Carmen Franchino has extensive experience in residential real estate. Carmen joined the Harsax team in 2007 when she accepted a position managing Harsax’s largest apartment property, The Village on South Carpenter, 246 suites in Brunswick. In 2015 Carmen was promoted to V.P. of Residential Properties. She is responsible for the daily operations of all of Harsax Management’s apartment properties, including marketing, lease up of new properties, training and overseeing all apartment staff and resident relations.

In addition to Carmen’s passion for matching people with their ideal homes she loves her Shepherd/Sharpei mix Hope and her husband Ken (not necessarily in that order), their Harley, home décor and the ocean!

Brian Sacks
V.P. Harsax Real Estate
Brian Sacks began his construction and real estate career working for Harsax as a teenager with his father Ken and brother, Randy, and on vacations through his college years. He graduated from Ohio University in 1995 with a BFA in photography, and then moved to Los Angeles to pursue a career in film and television. After working in production for a few years, Brian became a writer for the popular TV game show, The Hollywood Squares.

Eventually Brian’s interest in real estate drove him to learn the real estate appraisal business starting in 2004. As a residential real estate appraiser Brian worked for Goldrich Real Estate Services in Los Angeles for ten years, before deciding to move back to Cleveland to join the family business.

Brian runs the daily operations of Harsax Real Estate, LLC, a new division of Harsax Management Company, which acquires single-family homes, rehabilitates them, then leases and manages them.
